Why is Level 18 a fixed pay? The Cabinet Secretary Scale has historically been a fixed pay to reflect the unique constitutional and administrative status of the office — the Cabinet Secretary is the senior-most IAS officer of India and the head of the entire Civil Services. A fixed pay avoids anomalies that would arise from increments pushing the Cabinet Secretary’s basic above any notional ceiling. Similarly, Levels 17 (Apex, ₹2,25,000) and 18 (₹2,50,000) are both fixed, forming the apex of the civilian pay structure. Under the 6th CPC, these were called the “Apex Scale” (₹80,000 fixed) and “Cabinet Secretary Scale” (₹90,000 fixed). The 7th CPC revised these to ₹2,25,000 and ₹2,50,000 respectively using the 2.57 fitment factor applied to the 6th CPC figures.

Civilian — IAS

Cabinet Secretary

The senior-most IAS officer of India and head of the Cabinet Secretariat. Chairs the Committee of Secretaries, coordinates all Ministries, and serves as the principal link between the Council of Ministers and the bureaucracy. Appointed by the President on the advice of the Prime Minister. Tenure is typically 2 years (extendable). Only one post exists — the most prestigious civil service appointment in the country.

Chief of Army Staff (COAS)

Do Service Chiefs (COAS, CNS, CAS) also get Level 18 pay?▾

How is the DA at Level 18 calculated — does it apply on ₹2,50,000?▾
Yes — Dearness Allowance is calculated directly on the fixed basic pay of ₹2,50,000. DA @60% = ₹2,50,000 × 0.55 = ₹1,37,500/month. For defence Service Chiefs, DA is calculated on ₹2,50,000 (basic pay only, not including MSP of ₹15,500). DA is revised twice a year — on 1st January and 1st July — based on the All India Consumer Price Index (Industrial Workers). Every 1% DA increase adds ₹2,500/month to the Level 18 officer’s pay — the highest absolute DA addition per 1% increase of any pay level in the government. When DA reaches 50% in the future, it will be merged into basic pay (as has happened historically at 50% milestones) and the cycle resets. The 8th CPC will merge current accumulated DA into revised basic pay at implementation.
What is the pension of the Cabinet Secretary under OPS?▾
Under the Old Pension Scheme (OPS — applicable to IAS officers who joined before 1 January 2004): Cabinet Secretary’s pension = 50% of last basic pay = 50% × ₹2,50,000 = ₹1,25,000/month. With DA @60%: DA on pension = ₹68,750. Total monthly pension + DA = ₹1,93,750/month. Commutation: Up to 40% can be commuted — i.e., ₹50,000/month commuted pension = ~₹90.75 lakh lump sum; restored after 15 years. Gratuity: Maximum ₹25 lakh (tax-free). Medical: Full CGHS for life. The ₹1,93,750/month pension amount is higher than the entire gross monthly salary of officers at Level 12–13 (Commanders to Colonels/Captains). Given that IAS officers from the 1985–1988 batch are current Cabinet Secretary-level candidates, virtually all of them are OPS beneficiaries — making the ₹1,25,000/month pension a near-certain retirement benefit for anyone who reaches Level 18 as a civilian officer.
Who decides who becomes the Cabinet Secretary — and for how long?▾
The Cabinet Secretary is appointed by the President of India on the advice of the Prime Minister. By convention, the senior-most IAS officer of the country (in terms of batch seniority and availability) is appointed Cabinet Secretary. The standard tenure is 2 years, extendable at the government’s discretion. Several Cabinet Secretaries have served 3–4 years during critical periods. Notable examples include P.K. Sinha (2015–2019, longest serving at 4 years), Ajit Kumar Seth (2011–2013), and Rajiv Gauba (2019–2023). The current Cabinet Secretary (as of 2026) is T.V. Somanathan (IAS, Tamil Nadu cadre, 1987 batch), appointed in August 2024. Post-retirement, former Cabinet Secretaries are often appointed as Governors, Ambassadors to key countries (USA, UK, China), or heads of major statutory bodies. The position carries immense prestige — the Cabinet Secretary is consulted on all major policy decisions and co-ordinates the entire machinery of the Government of India.
What will the Level 18 pay be after the 8th Pay Commission?▾
The 8th Pay Commission (constituted January 2025, report expected mid-to-late 2026, implementation from 1 January 2026) will revise Level 18. Based on historical patterns: (1) Fitment factor ~1.92–2.08: Level 18 basic = ₹2,50,000 × 1.92 = ~₹4,80,000/month to ₹2,50,000 × 2.08 = ~₹5,20,000/month; (2) DA merged to zero at implementation — current ~56% DA absorbed into the new basic; (3) Annual gross (City X) at new basic ~₹4,80,000: Basic + HRA @27% (₹1,29,600) + TA (~₹14,000) = approximately ₹8,00,000–₹8,50,000/month gross; (4) OPS pension on new basic: 50% × ₹4,80,000 = ₹2,40,000/month — a lifetime pension nearly double the current Level 18 pension; (5) Level 17 (Apex) expected to be revised to ~₹4,32,000–₹4,68,000 fixed. The fixed nature of Level 18 is expected to be retained. Final announcement will come with the official 8th CPC report.
Does the Cabinet Secretary pay income tax — and how much?▾
Yes — the Cabinet Secretary pays full income tax like any other citizen. Annual gross salary (with HRA, City X) = approximately ₹60,39,420. This falls in the 30% tax slab with 15% surcharge (income above ₹50 lakh). Effective tax rate on total income is approximately 34.32% (30% + 4% cess + 15% surcharge on tax for income ₹50L–₹1Cr). If total income (including perquisites valued under Rule 3 of Income Tax Rules, such as official car, accommodation etc.) exceeds ₹1 crore, the surcharge increases to 15%. Annual TDS: approximately ₹15,00,000–₹20,00,000/year (₹1.25L–₹1.65L/month) depending on deductions claimed. Under the Old Tax Regime with maximum deductions (₹1.5L under 80C, ₹50K under 80CCD(1B) NPS, ₹25K under 80D, standard deduction ₹50K) and HRA exemption, taxable income can be reduced to approximately ₹55–57 lakh — still in the 30% + surcharge zone. The New Tax Regime at lower rates is available but forfeits HRA exemption and other deductions — for Level 18 salary, the Old Regime with maximum deductions is typically more tax-efficient.
How many IAS officers from a batch typically reach Level 18?▾
Typically, 1 IAS officer per year’s batch becomes Cabinet Secretary — since there is only one Cabinet Secretary post at any time. Given that approximately 180 IAS officers are recruited every year through UPSC, and only 1 of them (0.55%) will ever be Cabinet Secretary, Level 18 represents the ultimate apex of a 37–40 year IAS career. However, the competition thins dramatically: of 180 officers, approximately 140 make it to Level 14 (Additional Secretary equivalent within state cadres), 100 reach Level 15 (Additional Secretary to GOI), 40–50 reach Level 16 (Special Secretary), 20–25 reach Level 17 (Secretary to GOI), and only the single most senior officer available is appointed Cabinet Secretary. For defence officers, 1 per service per year at the very most — out of approximately 200 officer entrants per batch — reaches the Chief’s Level 18 position. Combined across all services and civilian services, approximately 4–6 officers per year across India ever experience a Level 18 payslip.
