Running Allowance is a special pay component for footplate staff (Loco Pilots) and Train Guards. It is calculated per kilometre of traction and treated partly as pay for retirement benefits.

30% Deemed DA on Running Allowance: As per Railway Board rules, 30% of Running Allowance is treated as “Dearness Element” and is counted towards pay for computing HRA, NPS, and retirement benefits. HRA Revision with DA: HRA rates were revised when DA crossed 25% (X: 24%→27%, Y: 16%→18%, Z: 8%→9%) and again reviewed at the 50% DA threshold. Railway employees in Railway Quarters do not receive HRA but pay License Fee (LF) which is much lower than market rent.

TA Exemption under Income Tax: Transport Allowance up to ₹3,200/month is exempt from income tax for differently-abled employees. For regular employees, TA is fully taxable. The old ₹1,600/month exemption was removed in FY2018-19 when standard deduction was reintroduced (now ₹75,000 under new regime for FY2025-26).

Railway Salary Verification & Payroll Audit 2026
A practical workflow for checking a Railway pay slip without assuming that every allowance applies to every employee.
1. Start with sanctioned Basic Pay, not a designation estimate
The most reliable starting point is the Basic Pay shown in the latest pay slip, service record, promotion/MACP order or pay-fixation statement. A designation can point you toward a likely pay level, but it does not prove the exact cell. Transfers, promotions, MACP, option dates and previous fixation decisions can place two employees with the same designation at different cells. Cross-check the amount in the Pay Matrix Browser and, when a promotion or financial upgradation is involved, use the Promotion/MACP Pay Fixation Calculator. If the Basic Pay itself is wrong, every percentage-based allowance and deduction downstream will also be wrong.
For annual increments, do not assume that every employee always receives the next cell on 1 July. The applicable date of next increment can depend on the qualifying period and the event that last fixed pay. 2. Separate universal pay components from Railway-specific earnings
Basic Pay, DA, eligible HRA and transport allowance form the common salary core for many Central Government employees. Railway payroll can then add components that depend on category and duty: running allowance for eligible running staff, night duty allowance, risk/hardship or special location payments, mileage-linked elements, or other cadre-specific items. The calculator therefore works best as a reconstruction tool rather than as a promise that every checkbox is payable.
Running allowance deserves special care. The amount can depend on the employee’s running category, kilometres or duty credit, Railway Board orders and payroll treatment. A per-kilometre rate should be verified against the order that applies to the month being audited. If a running-related amount affects retirement or contribution calculations, verify the exact portion and basis adopted by the establishment/Accounts office instead of assuming that the full allowance becomes pensionable pay.
3. Reconcile DA, HRA and transport allowance month by month
For DA, enter the rate applicable to the salary month rather than using a single current percentage for an entire arrears period. HRA should be calculated on Basic Pay at the applicable X/Y/Z rate and should be set to zero or otherwise adjusted when government accommodation rules make HRA inadmissible. Transport allowance should be checked separately from HRA city class. Pay level and notified transport-city classification determine the base amount, and DA may apply to that transport allowance. 4. Net pay is not Gross minus NPS alone
The on-page net figure is intentionally an estimate. Actual take-home may also reflect income-tax TDS, CGHS or other medical recovery, licence fee for quarters, advances, society deductions, recoveries, court orders, insurance or welfare schemes, previous-month adjustments and arrears. Compare the calculator line by line with the salary-slip guide rather than treating one net number as authoritative.
For NPS-covered employees, contribution calculations should be checked against the contribution base used by the payroll system and the PRAN transaction statement. For employees governed by another retirement framework, do not label a generic 10% deduction as NPS. 5. Promotion, transfer and arrears scenarios
Promotion: record the pre-promotion level/cell, fixation option, date of promotion and the new level. Rebuild Basic Pay first; only then recompute DA, HRA, TA and NPS. Transfer: keep Basic Pay unchanged unless there is a separate fixation event, but re-check city class, government accommodation, transport classification and special-location allowances. DA arrears: use the actual basic for each month because an increment or promotion can split the arrears period. Running staff: reconcile duty/running data separately before adding it to salary.

Worked Railway payroll scenarios
New joining: Suppose a regular Railway employee joins at the entry cell of the sanctioned level. Enter the exact Basic Pay from the appointment order, use the DA rate for that month, choose the actual city/quarter status, and leave running or risk allowances off unless the duty category authorises them.
