💡 Inspector IT → ITO Promotion: Inspector of Income Tax (Level 7) can appear in the Income Tax Officers (ITO) Exam after minimum qualifying service. On passing, they are promoted to Level 8 (GP 4800) as ITO. Further promotions lead to ACIT (Level 10), DCIT (Level 11), JCIT (Level 12), and CIT (Level 13A/14). This is one of the fastest promotion tracks at Level 7.
⚠️ ASO → Section Officer (CSS): ASO (Level 7) in the Central Secretariat Service must pass the CSS Limited Departmental Competitive Examination (LDCE) to become Section Officer (Level 9, GP 5400). There is no Level 8 in the CSS cadre — ASO directly promotes to SO, skipping Level 8. This is a two-level jump (L7 → L9) with significant pay hike.

FAQ
📘 How to Use the Grade Pay 4600 Salary Calculator
Start with the post quick-pick if your designation is listed. The preset fills the common Level 7 Basic Pay, city, Transport Allowance, pension setting and CGEGIS value so you have a useful baseline. You can then change any field to match the actual payslip.
If you already know your current matrix cell, select the exact pay stage or use the stage buttons. The calculator fills Basic Pay automatically, while manual entry remains available for special fixation cases. Because DA, HRA and retirement deductions depend on Basic Pay, this is the first figure to verify.
Next, confirm DA, HRA city, TA slab and any other allowance. Then review NPS/GPF, CGEGIS, approximate tax and other deductions. The result separates gross salary, deductions and estimated in-hand pay, making line-by-line salary reconciliation easier.
For independent verification, use the Pay Matrix Calculator or the Basic Pay Calculator by Grade Pay before relying on the final take-home figure.
💰 Gross Salary vs In-Hand Pay at Level 7
Gross salary combines Basic Pay, DA, HRA, Transport Allowance including DA on TA and any additional allowance. In-hand salary is lower because NPS or GPF, CGEGIS, tax and other recoveries reduce the monthly bank credit.
At Level 7, a DA increase can raise both earnings and the NPS deduction because NPS is linked to Basic Pay plus DA. This is why the increase in net salary is smaller than the increase in gross salary.
When checking a payslip, compare components in order: Basic Pay, DA, HRA, TA, other allowance, retirement deduction, CGEGIS, tax and other recoveries. This helps identify the first point where the calculator and payroll differ.
If you are comparing two posts, keep Basic Pay and city the same first. That isolates the effect of any post-specific allowance before differences in posting location are introduced.
🏙️ HRA, City Category and Government Accommodation
The same Level 7 stage can produce different gross salary in X, Y and Z cities because HRA is percentage-based. The city setting should therefore match the actual place of posting rather than a preferred location.
Use the HRA Calculator when you want to isolate the housing component. This is especially useful for transfer planning because Basic Pay may stay the same while HRA and TA change.
If Government accommodation is provided and HRA is not payable, choose the nil-HRA option. Leaving X-city HRA active in that case can overstate monthly salary significantly.
For practical budgeting, compare the salary difference with actual rent and commuting costs. A higher HRA posting may still be more expensive overall even when the payslip is larger.
🚌 Transport Allowance and DA on TA
The calculator lets you choose the higher TPTA amount, the lower other-city amount or nil TA. It then adds DA on the selected TA, so the transport component rises whenever the DA rate rises.
A common mistake is selecting the ₹7,200 base for a posting that uses ₹3,600. When reproducing a payslip, match the actual transport category rather than assuming the highest rate.
Use the DA Calculator if you want to verify the dearness component separately. Historical payslips should use the DA rate that applied in the relevant month.
For transfer planning, run one scenario with the current TA category and one with the proposed location while keeping Basic Pay and deductions unchanged.
🛡️ NPS, GPF, CGEGIS and Tax Deductions
For NPS employees, the employee contribution is based on Basic Pay plus DA, while the Government share goes into the retirement account and should not be counted as monthly take-home salary.
Use the NPS vs Old Pension guide when you want the broader difference between retirement systems rather than only the deduction effect on this page.
CGEGIS, tax and other deductions should remain separate. Combining them into one guessed amount makes it harder to identify why the calculator differs from the actual payslip.
At Level 7, income tax can become material depending on stage and allowances. Use the tax selector only as an estimate and reconcile final monthly TDS with the figure actually deducted by the DDO.
📈 Annual Increment and Stage Progression
Level 7 contains 40 pay stages. Normal annual progression moves the employee to the next eligible matrix cell, which raises Basic Pay and therefore increases DA, HRA and NPS in rupee terms.
Use the Next Increment Date tool to confirm when the next increment is due. Once the revised cell becomes effective, select the new stage here and recalculate the complete salary.
The stage number is useful for tracking pay history, but the actual Basic Pay should always be confirmed from the latest salary slip or fixation order. Promotions, MACP and special fixation can change the normal progression.
Saving one calculation before and after increment provides a clear record for arrears and payroll checks.
🚀 Promotion, MACP and Pay Fixation
Level 7 employees may move to Level 8, Level 9 or another higher level depending on cadre rules and promotion route. The salary jump should be modeled through pay fixation rather than by simply applying a flat percentage.
For exact promotion or MACP fixation, use the 7th CPC Pay Fixation Calculator. Once the revised Basic Pay is known, return here or use the target-level calculator to estimate the new in-hand salary.
The career table on this page is useful for understanding common routes, but actual promotion timing depends on departmental exams, vacancies, DPC and cadre-specific rules.
For a clean financial comparison, keep city, DA and deductions unchanged first so the effect of the pay-level change is not mixed with transfer or allowance differences.
🏢 Post-Wise Salary: How to Compare Level 7 Jobs
Many Level 7 posts share the same entry Basic Pay but differ in work profile, posting pattern, departmental promotion path and special allowances. That means designation alone does not determine take-home salary.
The post-wise table is best used as a starting comparison. For your own case, use the calculator and change city, TA, additional allowance and deductions to match the actual appointment or transfer.
Field-oriented posts may have risk or duty-related allowances, while secretariat posts may have different posting benefits. Keep the core salary structure separate from post-specific benefits so one post’s allowance is not mistakenly treated as universal.
When choosing between posts, salary is only one factor. Promotion speed, location stability, working hours and role type can matter just as much.
🔭 8th CPC Scenario Planning for Level 7
The 8th CPC section is a future scenario, not a current pay rule. Fitment-factor figures should remain clearly separated from the present 7th CPC salary used for payroll reconciliation.
Use the 8th CPC Salary Calculator for broader future-pay comparisons. Keep the current Level 7 Basic Pay as the baseline and label every projected figure with the fitment factor used.
If implementation is retrospective, arrears can become significant. Use the Fitment Arrears Calculator when you need month-wise comparison between current and revised pay.
Do not treat any projected fitment factor, HRA revision or arrear period as confirmed until final orders specify the actual structure.
Frequently Asked Questions
Common questions about Grade Pay 4600 salary, posts and career progression
What is the in-hand salary for Grade Pay 4600 (Level 7) in Delhi in 2026?▾
For a fresh entrant at Level 7, Stage 1 (Basic ₹44,900) posted in Delhi (X-City): Basic ₹44,900 + DA (60%) ₹26,940 + HRA (27%) ₹12,123 + TA (₹7,200 + DA) ₹11,520 = Gross ₹95,483/month. Deductions: NPS (10% of Basic+DA) = ₹7,184 + CGEGIS ₹120 + Income Tax TDS ~₹1,500 = Total deductions ~₹8,804. Estimated in-hand ≈ ₹86,000–87,000/month. Over a year, annual CTC is approximately ₹11.5 lakh. At Stage 5 (₹50,500 basic), in-hand rises to ~₹97,000–98,000/month with the same allowances.
Which is the best post at Grade Pay 4600 through SSC CGL?▾
All Level 7 posts share the same basic pay structure, but differ in work environment, promotion speed, posting location, and perks. Top picks: (1) ASO (MEA) — chance of foreign postings, prestigious, good work culture; (2) Inspector of Income Tax (CBDT) — fastest promotion track (ITO in 3–5 years via dept. exam); (3) ASO (CSS) — central secretariat posting, good work–life balance, direct jump to SO (Level 9) via LDCE; (4) AEO (Enforcement Directorate) — high-profile investigations, risk allowance; (5) Inspector CE/Customs (CBIC) — port/airport postings, speed money reputation. The “best” post depends on individual preference for work type, city, promotions, and lifestyle.
How many years does it take to get promoted from Level 7 to Level 8?▾
It depends on the department and route. (1) Via departmental exam: Inspector of Income Tax can appear in the ITO exam after 2–5 years of service, and promotions can happen within 5–7 years for merit candidates. (2) MACP route: If not promoted, MACP-I automatically elevates to Level 8 after 10 years of service at Level 7. (3) ASO (CSS) exception: ASOs skip Level 8 entirely — they go directly to Level 9 (SO) via LDCE, which can take 4–8 years depending on vacancies and exam performance. Most departments offer promotion within 7–12 years via either departmental exam or MACP.
What is the HRA for Grade Pay 4600 and which cities qualify for X-category?▾
HRA rates for Level 7: X-City (27%), Y-City (18%), Z-City (9%) of basic pay. At Stage 1 (₹44,900): HRA = ₹12,123 (X), ₹8,082 (Y), ₹4,041 (Z). X-category cities (6 only): Delhi, Mumbai, Chennai, Kolkata, Bengaluru, Hyderabad. Y-category cities include Ahmedabad, Pune, Surat, Jaipur, Lucknow, Patna, Bhopal, all state capitals with population 5 lakh+. All other areas are Z-category. HRA is currently at 27/18/9% — this was raised from 24/16/8% when DA crossed 25%. The next revision to 30/20/10% is expected when DA crosses 50% (which has already happened at 60%) — however, the actual HRA revision requires a separate government notification and has not been formally raised yet as of March 2026.
Is Grade Pay 4600 a Group B Gazetted or Non-Gazetted post?▾
It depends on the specific post: Gazetted posts at Level 7 include Inspector of Income Tax, Inspector (Central Excise/Customs/Preventive Officer/Examiner), Sub Inspector (CBI), Assistant Enforcement Officer, Inspector of Posts, and ASO (CSS/MEA/Railways). Non-Gazetted posts at Level 7 include some departmental assistants and lower secretariat posts promoted to Level 7 via MACP. For SSC CGL recruited posts, most Level 7 posts are Group B Gazetted. Gazetted status entitles the officer to attest documents, use official designation in official correspondence, and receive a separate gazette notification for appointment and transfers.
What is the NPS contribution for a Level 7 employee in 2026?▾
For NPS-covered employees (joined on/after January 1, 2004) at Level 7, Stage 1: Basic (₹44,900) + DA (₹26,940) = ₹71,840. Employee NPS = 10% = ₹7,184/month. Government NPS = 14% = ₹10,058/month. Total NPS credited = ₹17,242/month (₹2,06,904/year). At Stage 10 (₹58,600 basic): Employee NPS = (₹58,600 + ₹35,160) × 10% = ₹9,376/month. The employee NPS is deducted from gross salary (appearing as deduction in payslip), while the employer’s 14% is an additional government contribution to the NPS corpus — not deducted from salary. NPS corpus is tax-deductible under Section 80CCD(1) (up to 10% of Basic+DA) and 80CCD(1B) (additional ₹50,000).
What will be the salary of Grade Pay 4600 employees after 8th CPC?▾
Expected 8th CPC salary for Level 7 at the most likely fitment factor of 2.28×: Basic = ₹44,900 × 2.28 = ₹1,02,372/month. Since DA resets to 0% on implementation, total gross (DA 0%, HRA 30% X-city, TA ₹14,400) = ₹1,02,372 + 0 + ₹30,712 + ₹14,400 = ₹1,47,484/month. Compare this to current gross of ~₹95,483/month — a jump of ₹52,001/month (54% increase). Arrears from January 2026 to implementation (est. ~20 months) would be approximately ₹10–12 lakh. Exact figures depend on official fitment factor in the 8th CPC report. Implementation expected 2027–28 with retrospective effect from January 1, 2026.
Do Inspector IT and ASO get the same salary? What are the differences?▾
Yes — both Inspector IT (CBDT) and ASO (CSS/MEA) are at the same Level 7 (Grade Pay 4600) and receive identical basic pay, DA, and HRA for the same city. However, there are key differences: (1) Posting: Inspector IT has field offices across India; ASO is mostly in New Delhi; (2) Promotion speed: Inspector IT can become ITO in 3–5 years via departmental exam; ASO takes longer (LDCE for CSS is competitive); (3) Nature of work: Inspector IT does tax assessment/investigation; ASO does secretariat administration; (4) Promotion jump: Inspector IT → ITO is Level 7→8 (small jump); ASO → SO (CSS) is Level 7→9 (two-level jump with bigger pay hike); (5) Risk allowance: CBI and ED Inspectors get ₹1,200/month extra; ASO does not.
