💸Special Allowances for Police Personnel – 7th CPC 2026
RHA
Risk & Hardship Allowance
Payable to CAPF/Police personnel based on risk matrix (R1/R2/R3) × hardship matrix (H1/H2/H3). Maximum: R1H1 = ₹17,300/month for highest risk + highest hardship. Revised when DA crosses 50%. This replaces older Counter-Insurgency Allowance, Field Area Allowance etc.
Ration
Ration Money Allowance
Payable to CAPF and police personnel who are not provided free rations at their posting. Rate: ₹96 per day = ₹2,880/month (30 days). Revised when DA crosses 25% and 50%. Tax status: partially exempt under prescribed limits.
TLA
Tough Location Allowance
For CAPF personnel posted in remote border areas, classified into 3 categories: Cat A: ₹5,300 | Cat B: ₹4,100 | Cat C: ₹2,700 per month. Fully exempt from income tax under Section 10(14). Payable in addition to RHA.
SDA
Special Duty Allowance (NE India)
12.5% of Basic Pay for posting in northeastern states (Assam, Meghalaya, Manipur, Mizoram, Nagaland, Tripura, Arunachal Pradesh, Sikkim) and island territories. Fully taxable. No upper limit — benefits senior officers more in absolute terms.
Kit
Kit Maintenance Allowance
Annual allowance of ₹5,000/year (₹417/month) for maintenance of uniform and kit. Separate from initial kit/uniform allowance given at appointment. Applicable to all CAPF and uniformed police personnel. Taxable as salary.
Deputation
Deputation (Duty) Allowance
IPS officers on Central Deputation (posted in CAPF, IB, CBI etc.) receive 5% of Basic Pay as Deputation Allowance — capped at ₹4,500/month. Payable for the duration of central deputation tenure (typically 4–5 years).
⚔️Risk & Hardship Allowance (RHA) – CAPF / Police Matrix (7th CPC)
The 7th CPC replaced multiple earlier hardship allowances with a single comprehensive Risk & Hardship Matrix. Rates apply to civilian police/CAPF (non-military). Military personnel have separate Siachen/High Altitude military rates.
| Category | Description | Monthly Rate (₹) | Annual Benefit (₹) | Tax Status |
|---|---|---|---|---|
| R1H1 | Highest Risk + Highest Hardship (Active counter-insurgency, extreme remote) | ₹17,300 | ₹2,07,600 | Exempt u/s 10(14) |
| R1H2 | Highest Risk + High Hardship | ₹15,400 | ₹1,84,800 | Exempt u/s 10(14) |
| R1H3 | Highest Risk + Medium Hardship | ₹12,600 | ₹1,51,200 | Exempt u/s 10(14) |
| R2H1 | High Risk + Highest Hardship | ₹14,300 | ₹1,71,600 | Exempt u/s 10(14) |
| R2H2 | High Risk + High Hardship (Border fencing duties, field area) | ₹12,100 | ₹1,45,200 | Exempt u/s 10(14) |
| R2H3 | High Risk + Medium Hardship | ₹9,800 | ₹1,17,600 | Exempt u/s 10(14) |
| R3H1 | Medium Risk + Highest Hardship | ₹10,200 | ₹1,22,400 | Exempt u/s 10(14) |
| R3H2 | Medium Risk + High Hardship | ₹8,700 | ₹1,04,400 | Exempt u/s 10(14) |
| R3H3 | Medium Risk + Medium Hardship (General field duty) | ₹6,500 | ₹78,000 | Exempt u/s 10(14) |
Tax-Free Benefit: All RHA amounts are 100% exempt from income tax under Section 10(14). A CAPF Constable at Basic ₹21,700 posted in R1H1 category earns RHA of ₹17,300/month — which is 80% of his basic pay, entirely tax-free. This makes field postings financially very rewarding. RHA rates increase by 25% each time DA crosses 50% (next revision expected when DA crosses 75%).
🗺️State Police DA Rates vs Central Government 2026
| State | Current DA Rate | Constable Basic (₹) | DA Amount (₹/month) | vs Central Govt DA (53%) |
|---|---|---|---|---|
| Central Govt / Delhi Police | 53% | 21,700 | 11,501 | Benchmark |
| Kerala | 53% | 21,700 | 11,501 | Equal |
| Himachal Pradesh | 46% | 21,700 | 9,982 | −₹1,519/mo |
| Maharashtra / Tamil Nadu | 46% | 21,700 | 9,982 | −₹1,519/mo |
| Rajasthan / MP / UP / Haryana | 44% | 21,700 | 9,548 | −₹1,953/mo |
| Bihar / Odisha / Jharkhand | 42% | 21,700 | 9,114 | −₹2,387/mo |
| Karnataka / Gujarat | 42% | 21,700 | 9,114 | −₹2,387/mo |
| Punjab | 40% | 21,700 | 8,680 | −₹2,821/mo |
| Andhra Pradesh | 31% | 21,700 | 6,727 | −₹4,774/mo |
| Telangana | 30% | 21,700 | 6,510 | −₹4,991/mo |
| West Bengal | 18% | 21,700 | 3,906 | −₹7,595/mo |
Why the gap? Central Government revises DA every January and July based on AICPI-IW. State governments often have a lag in implementing DA revisions due to fiscal constraints — particularly for states with high debt levels. Arrears accumulate and are paid periodically. A West Bengal police constable earns approximately ₹91,140 less per year in DA alone compared to a Central Police Constable at the same basic pay.
📈IPS Career Progression & Pay at Each Rank (2026)
| IPS Rank | Level | Basic Pay (₹) | Typical Years in Service | Approx Gross (X City, ₹) |

| ASP / Dy SP (Probationer) | 10 | 56,100 | 0–4 years | ≈ ₹1,16,000 |
| SP (Junior Time Scale) | 11 | 67,700 | 4–9 years | ≈ ₹1,38,000 |
| SP / Senior Time Scale | 12 | 78,800 | 9–13 years | ≈ ₹1,60,000 |
| SSP / Selection Grade | 13 | 1,23,100 | 13–16 years | ≈ ₹2,50,000 |
| DIG (Super Time Scale) | 13A | 1,31,400 | 16–20 years | ≈ ₹2,65,000 |
| IG (Above Super Time Scale) | 14 | 1,44,200 | 20–25 years | ≈ ₹2,90,000 |
| ADG (HAG Scale) | 15 | 1,82,200 | 25–30 years | ≈ ₹3,60,000 |
| DGP / Apex Level | 16–17 | 2,05,400–2,25,000 | 30+ years | ≈ ₹4,00,000+ |
IPS Probation: IPS probationers begin at Level 10 (₹56,100) during their 2-year training at SVPNPA (Hyderabad) and state allocation. After confirmation, they are posted as Assistant Superintendent of Police (ASP) and then as Superintendent of Police. IPS officers also receive free official accommodation, staff car, security personnel and other perquisites that are not counted in the above gross figures — making total compensation significantly higher than the cash component alone.
🧮How Police Salary is Calculated – Step by Step
1
Basic Pay (Pay Matrix): Determined by rank and stage. Constable starts at Level 3 (₹21,700), SI at Level 6 (₹35,400), Inspector at Level 7 (₹44,900). 3% annual increment on July 1 each year moves to the next stage in the pay matrix.
2
Dearness Allowance (DA): DA = Basic × 53% (Jan 2026). A Constable at ₹21,700 gets DA = ₹11,501/month. A CAPF Inspector at ₹44,900 gets DA = ₹23,797/month. Revised every January and July based on AICPI-IW index.
3
HRA + TA: HRA = Basic × 27%/18%/9% based on city class. Most police postings are in Z class (9%). Transport Allowance: Level 6–8 at ₹1,800/month (Z class) + DA on TA. Level 9+ at ₹3,600 base (Z class) + DA on TA.
4
Police-Specific Allowances: Add Ration Money (₹2,880/month), Kit Maintenance (₹417/month), and Risk & Hardship Allowance (₹6,500–₹17,300/month based on RHA matrix) if applicable. These collectively can add ₹20,000+/month for field personnel.
5
Special Duty Allowance (NE Posting): If posted in NE India, add SDA = Basic × 12.5%. A Constable at ₹21,700 gets SDA = ₹2,713/month. An Inspector at ₹44,900 gets SDA = ₹5,613/month. This is taxable but increases take-home significantly.
6
NPS Deduction & Net Pay: Employee NPS contribution = 10% of (Basic + DA). Govt NPS = 14% of (Basic + DA). Net Take-Home = Gross − Employee NPS − Income Tax (TDS). For a Constable: NPS deduction = 10% × (21,700 + 11,501) = ₹3,320/month. Most Constables have negligible TDS due to low taxable income.

Police & CAPF Salary Verification Workflow 2026
Use the calculator as a component-by-component audit, especially when comparing CAPF, IPS, Delhi Police and State Police.
1. Confirm employer, force and pay framework first
“Police salary” is not one national pay table. CAPF and many Central Government-linked roles use the Central Pay Matrix, IPS uses its service pay levels, Delhi Police has Central Government payroll features, while State Police can follow state pay matrices and state DA orders. The same rank name can therefore produce different Basic Pay and allowances. Choose the tab that matches the employer and then verify the Basic Pay from the appointment, promotion or pay-fixation order.
For Central Pay Matrix values, cross-check with the Pay Matrix Browser. If a promotion or MACP/financial upgradation has changed the level, use the Pay Fixation Promotion/MACP Calculator before calculating allowances.
2. Keep common allowances separate from operational allowances
DA, eligible HRA and transport allowance form the common core for many Central personnel. Risk & Hardship Allowance, Tough Location Allowance, Special Duty Allowance, ration-related payments, uniform/kit items, security-zone payments, night duty and other special components depend on force, posting, category and current orders. The calculator checkboxes are therefore scenario switches; a checked box means “include this assumption,” not “this employee is automatically entitled.”
When auditing a pay slip, write the order/category next to every special allowance. If the pay slip uses a different amount, do not force it to match the calculator; update the input or treat the difference as a rule-verification item. This is particularly important for operational and location allowances, where category codes and posting conditions matter.
3. HRA and government accommodation
For Central planning, this page uses 30% / 20% / 10% HRA for X/Y/Z categories when HRA is otherwise admissible. Government quarters, force accommodation, official residence or other accommodation rules can make HRA nil or alter treatment. Senior officers should not assume that an official residence is automatically “free” in the payroll sense; licence fee, recoveries or perquisite treatment may still appear.
Use the HRA X/Y/Z Calculator and HRA Rules Guide for a separate check. A transfer from an operational posting to headquarters can change HRA, transport and special allowances on different dates.
4. Central versus State Police comparisons
Comparisons should use the same Basic Pay if you want to isolate DA/allowance differences, or the actual state pay matrix if you want to compare real salaries. Do not compare a Central Level 3 Basic Pay with a state constable Basic Pay and then attribute the entire difference to DA. State DA can also change on a different schedule, and HRA/ration/uniform rules can be materially different.
The State Police tab is intentionally editable. Enter the state Basic Pay and state DA rate from the relevant payroll period. Treat any pre-filled allowance as an illustrative scenario and remove it if the state or post does not pay that component.
5. Net take-home and NPS/retirement scheme
The calculator’s net figure subtracts the displayed employee contribution but does not attempt to reproduce every payroll recovery or tax calculation. Income-tax TDS, CGHS or state medical scheme, insurance, mess, accommodation, advances, welfare funds, court recoveries and prior-month adjustments can all change take-home. Use the Income Tax Calculator and Understanding Salary Slip guide for a complete reconciliation.
For retirement, select NPS/other scheme only when it matches the service record. Central NPS/UPS rules should not be copied automatically to State Police. The NPS Calculator, NPS vs OPS Comparison and Pension Rules Guide can be used after identifying the correct framework.
6. Promotion, transfer and arrears audit
Promotion: rebuild Basic Pay in the new level/rank first, then recalculate DA/HRA/TA and only the special allowances that remain admissible. Transfer: keep a before/after list for city class, accommodation, special duty, tough location, ration and transport. DA arrears: use the Basic Pay applicable to each month and split the period at increments/promotions. State revision: do not use a Central DA arrears schedule for a state employee unless the state order adopts the same rate and effective date.
The DA Arrears Month-wise Calculator, Total Arrears Calculator and Next Increment Date Calculator are useful companion tools.
7. Records worth keeping
For a defensible salary calculation, keep the appointment/promotion order, current pay level and cell, posting order, accommodation status, allowance sanction/category, monthly pay slip, NPS/retirement scheme record and any arrears statement. When the calculator and payroll disagree, these records should decide the correction—not a generic rank salary quoted online.

Frequently Asked Questions – Police Salary 2026
Common queries about police and CAPF salaries in India under 7th Pay Commission
What is the starting salary of a CRPF / BSF Constable in 2026?▾
A CRPF / BSF Constable at entry level (Pay Level 3, Stage 1) has Basic Pay of ₹21,700/month. Adding DA at 53% (₹11,501), HRA at 9% for Z class (₹1,953), Transport Allowance (₹2,754), Ration Money (₹2,880), and Kit Maintenance (₹417), the basic gross is approximately ₹41,205/month. With Risk & Hardship Allowance at R3H3 (₹6,500 – general field duty), gross reaches approximately ₹47,700/month. After 10% NPS deduction (₹3,320), net take-home is approximately ₹44,000–₹46,000/month before income tax. Constables at R1H1 posting (active operations) earn ₹17,300 extra — gross exceeding ₹58,000/month.
What is the salary of a Sub-Inspector (SI) in CAPF / State Police in 2026?▾
A Sub-Inspector (SI) at Pay Level 6, entry stage earns Basic Pay of ₹35,400/month. With DA (₹18,762), Z class HRA (₹3,186), TA (₹2,754), Ration Money (₹2,880), and Kit Maintenance (₹417), gross is approximately ₹63,399/month. Adding Risk & Hardship Allowance (R2H2 = ₹12,100), gross rises to approximately ₹75,500/month. After NPS deduction of ₹5,416, net take-home is around ₹70,000/month. For SIs posted in NE India with SDA (₹4,425), gross can exceed ₹79,000/month. Annual gross package: approximately ₹9–10 lakh/year.
Is Risk and Hardship Allowance (RHA) income tax exempt?▾
Tax treatment of Risk & Hardship, Tough Location, ration-related and other special allowances depends on the specific allowance, notified exemption, limits and tax law applicable to the year. Do not mark the entire allowance as tax-free merely from its name. Use the gross amount for payroll reconstruction and verify the tax treatment separately with the current rules or payroll/TDS statement.
What is the difference in salary between Delhi Police and State Police constables?▾
A direct percentage comparison is unreliable because State Police pay matrices, DA rates, allowances, HRA classifications, ration/uniform benefits and retirement schemes can differ from Central/Delhi Police. Use the State Police tab only as a scenario with the state DA and allowances you enter, and compare like-for-like components rather than assuming a fixed nationwide gap.
What is the starting salary of an IPS officer?▾
An IPS probationer begins training at Level 10 with Basic Pay of ₹56,100/month. During training at SVPNPA, Hyderabad, they receive Basic+DA+TA (limited allowances as a probationer). After confirmation and posting as ASP, full salary kicks in: Basic ₹56,100 + DA ₹29,733 + HRA (as per city) + TA ₹7,200 (X/Y city) + DA on TA ₹3,816 + Uniform allowance ₹417 = approximately ₹1,00,000–₹1,16,000/month gross in X/Y class city. After 10% NPS deduction (₹8,583), net take-home is approximately ₹90,000–₹1,05,000/month. IPS officers also get free government bungalow in most postings, police vehicle with driver, and CGHS medical benefits — making total compensation much higher.
What pension scheme do police personnel get?▾
Retirement coverage depends on whether the employee serves under Central Government/CAPF, Delhi Police, IPS or a State Government, the appointment date, and any valid scheme option. NPS/UPS and legacy pension rules should be verified from the service record; a State Police employee should not automatically be assigned the Central Government option shown for CAPF/IPS.
Do police get free accommodation and ration?▾
CAPF personnel (BSF, CRPF, CISF, ITBP, SSB) at border posts and camps are provided free rations in kind — they do not receive Ration Money Allowance in that case. Those at headquarters or city postings who are not given rations receive the Ration Money Allowance of ₹96/day = ₹2,880/month. Regarding accommodation: CAPF provides barracks/camp accommodation at operational postings. Government quarters (General Pool / GPRA) are available at HQ locations but are limited. Police officers at senior ranks (SP and above) are provided official bungalows in state capitals. Most constables and sub-inspectors at city postings do not get quarters and therefore receive HRA. Navodaya-type residential accommodation is not standard for police forces.
What is the salary of a CISF constable at an airport posting?▾
A CISF Constable at an airport posting (most airports are in X or Y class cities) earns: Basic Pay ₹21,700 + DA ₹11,501 + HRA at 18% Y class = ₹3,906 + TA = ₹5,508 (Y class Level 3 = ₹3,600 + DA on TA) + Ration Money ₹2,880 + Kit ₹417. Gross without RHA = approximately ₹45,912/month. With CISF-specific airport security risk category (R2H2 typically = ₹12,100), gross rises to approximately ₹58,000/month. After NPS deduction of ₹3,320, net take-home is approximately ₹54,000–₹55,000/month. CISF personnel at airports in X class cities (Delhi, Mumbai, Bengaluru) with 27% HRA earn even higher — gross approaching ₹62,000–₹65,000/month.
